Mr. Gordon joined K&L Gates as partner in the Washington, D.C. office after 26 years representing the state of Tennessee in the United States House of Representatives. Mr. Gordon served as Chairman of the House Committee on Science and Technology from 2007 to 2010. Mr. Gordon was also a senior member of the House Committee on Energy and Commerce, and served on the House Committee on Financial Services and the House Committee on Rules, Transatlantic Parliamentary Dialogue, and NATO Parliamentary Assembly.

During his distinguished congressional career, Mr. Gordon developed a reputation as the undisputed bipartisan leader in innovation policy in the U.S. Congress. During his chairmanship the committee passed 151 bills and resolutions and all were bipartisan. In 2007, he championed the America COMPETES Act, signed into law by President Bush, which promotes federal investments in innovation in order to make the US more competitive. In 2010, as Chairman of the Science and Technology Committee, he engineered the passage of the America COMPETES Reauthorization Act. Signed by President Obama, the act renewed the federal commitment to R&D and education, adding new provisions such as support for prize competitions.

Mr. Gordon played a key role in developing and passing the 21st Century Nanotechnology Research and Development Act, which encouraged the federal government to promote the transfer of nanotechnology breakthroughs from laboratories to commercial products. He also promoted legislation that would implement a research program focusing on the environmental, health, and safety aspects of nanotechnology.

Throughout his political career, Mr. Gordon led the debate on a wide range of technology issues and formulated legislative initiatives on a number of other subjects, including health information technology, nuclear power, rare earth minerals, and synthetic biotechnology. Additionally, he led the effort to enact the Energy Independence and Security Act of 2007, which increased mileage standards, improved vehicle technology, promoted alternative energy research, and improved energy efficiency in a variety of ways. Gordon was also a leading proponent of America's space program, and of improving the nation's performance in science, technology, engineering, and math (STEM) education. He is also a "Distinguished Fellow" on the Council on Competitiveness and appointed by President Obama to the Blue Ribbon Panel of the Antarctica and Southern Oceans. He is a member of the Brookings Leadership Advisory Board and is a project member for the American Academy of art and Science's New Models for U.S. Science and Technology Policy.

He is a Board Member of the U.S. Association of Former Members of Congress and the Middle Tennessee State University Foundation, and he is on the Board of Counselors for the Center for the Study of the Presidency and Congress.

In 2012, Gordon received the Insignia of Officier de la Légion d'Honneur, the highest decoration that the Republic of France can confer on an individual. In 2012 Gordon also received an honorary Ph.D. Rensselaer Polytechnic Institute and in May of 2013 he received an honorary doctorate from his alma mater Middle Tennessee State University.

Active in Democratic politics early on, Gordon served as executive director of the Tennessee Democratic Party in 1979 and state party chairman from 1981 to 1983.

Prior to his public service, Mr. Gordon was a lawyer in private practice. He served in the United States Army Reserve from 1971 to 1972.

WILLIAM J. MALITSKY began his government affairs career by working directly for two Democratic Speakers of the House of Representatives, learning the intricacies of the legislative process from inside this key leadership office. Following service on behalf of the Speaker, Mr. Malitsky entered the private sector and served as the Director of Government Relations for the Connecticut State Dental Society, one of Connecticut's largest health related associations, and thereafter became associated with a large Hartford lobbying group. During his extensive career as a lobbyist Mr. Malitsky established a strong reputation for being able to accomplish the legislative and administrative goals of his clients. Mr. Malitsky believes in a bipartisan, leave no stone unturned approach to advocacy in Hartford.

Mr. Malitsky has a wealth of experience within state government and brings these talents to the team at FOCUS Government Affairs. During his five years on the staff of the Speaker, Mr. Malitsky developed strong ties to both parties and learned how to navigate the legislative process in order to achieve the goals of adopting legislation. Mr. Malitsky served on the staff of Speaker Richard. J Balducci during the fiscal crisis of the early 90's providing him with a keen understanding of how government can best operate in challenging times.

Mr. Willis is Principal of The Willis Group, LLC, a lobbying firm located on the historic Green in Dover, DE. He is a former State Representative in the Delaware General Assembly. A lifelong love of politics, an education in government and law, and a reputation for bipartisanship and integrity among his legislative colleagues led to the foundation of The Willis Group, LLC.

A cum laude graduate of Dartmouth College, Mr. Willis earned his Bachelor's Degree in Government. He graduated from the Marshall-Wythe School of Law at the College of William & Mary. During law school, he served as a Law Clerk to then Chief Justice Myron T. Steele of the Delaware Supreme Court. He was admitted to the Delaware Bar in 2006.


In 2012, Mr. Willis was invited to become a Fellow in the Aspen Institute's Aspen-Rodel Fellowship in Public Service. This two-year nonpartisan educational program is comprised of twenty-four elected officials from all levels of government across the country. The program is designed to "bring together elected officials who have demonstrated an outstanding ability to work responsibly across partisan divisions and bring greater civility to public discourse."

He was also a Fellow in Leadership Delaware. The mission of Leadership Delaware is to recruit and mentor young Delawareans who have demonstrated exceptional leadership in the community, nonprofit, political, professional, and corporate sectors in Delaware.

Mr. Willis, his wife, Laura, and their sons, Deane and Ellwood, reside in Clayton, Delaware.

PETER GLEASON

Mr. Gleason concentrates his practice as Pennsylvania and federal legislative and regulatory policy counsel. Building on his experience with the Office of the Governor in Pennsylvania, the Pennsylvania General Assembly and the United States Congress, and nearly 20 years in private practice, Mr. Gleason possesses a depth of understanding of the legislative and administrative processes, and an insider's view of the political considerations and other motivations that drive those processes. He currently represents a diverse client base, including prominent leaders within industries such as: manufacturing, rail freight transportation, natural gas production, energy policy, financial services, emerging growth and high tech, health care and retail. Mr. Gleason has also advised Governors, legislative leaders and committee chairs on political and policy matters.

Oil & Gas Legislative and Regulatory Policy: Representing several natural gas producers operating within the Marcellus Shale on legislative and regulatory policy matters pending within the PA General Assembly and numerous regulatory agencies with oversight for Marcellus Shale activities.

Competitive Industrial Electric Rates: Assisted large manufacturing clients in enacting legislation permitting large industrial customers to negotiate competitive rates with incumbent electric utilities, paving the way for significant, historic capital investments by those customers

Business Tax Reform: Successfully led a large coalition of manufacturers and high/bio tech companies to secure dramatic statutory changes in Pennsylvania's Corporate Net Income Tax structure that had penalized companies for increased capital and employee investment in the Commonwealth.

Tax Free Zones: Successfully assisted large manufacturing client with the enactment of legislation creating several state and local tax free zones throughout Pennsylvania to facilitate business expansion and relocation.

Civil Justice Reform: Successfully represented several clients in passing legislation repealing the doctrine of joint & several liability in Pennsylvania.

Procurement Bid Protests: Managed several, successful bid protests on behalf of clients that wanted to pursue a protest without jeopardizing agency relationships.

Health Care: In separate matters, successfully represented several hospitals and the pharmaceutical industry in reversing or mitigating proposed agency recommendations that would have caused significant harm to those clients.

Mr. Gleason joined K&L Gates in 2002. Prior to joining K&L Gates, Mr. Gleason served in Pennsylvania Governor Mark Schweiker's Cabinet as Secretary for Legislative Affairs. In that capacity, he advised the Governor, the Governor's senior staff and fellow cabinet secretaries on legislative, regulatory and policy matters affecting all agencies under the governor's jurisdiction. On his departure from state government, Governor Schweiker had this to say about Mr. Gleason:

Mr. Gleason's past positions also include director of legislative affairs at the Pennsylvania Department of Labor & Industry, special projects director to the Republican Leader of the Pennsylvania House of Representatives, and special assistant to former United States Senator John Heinz.
In 2008, the Pennsylvania Report named Mr. Gleason as one of Pennsylvania's "Top 100 Most Influential People," in a list comprised of the 100 people most likely to have an impact on government and politics in Pennsylvania in 2008. In a 2004 poll conducted with state legislators, staff, lobbyists and other state policy stakeholders, he was named as "Most Effective Lobbyist" in Pennsylvania. Mr. Gleason was recently honored by the Pennsylvania Law Weekly and the Legal Intelligencer as one of forty lawyers under forty "On the Fast Track" for his work at K&L Gates and in the office of the governor.

MARY BURKE BAKER

Mary Burke Baker is a government affairs counselor in the Washington, D.C. office where she leads the tax policy practice. Ms. Baker focuses on federal tax matters affecting businesses, including domestic and multinational corporations and all types of pass-through entities, and individuals. Her practice covers tax policy, tax reform, regulatory and other guidance, tax administration, and technical tax issues, with particular emphasis on corporate and pass-through issues, accounting methods, information reporting, Reports of Foreign Bank and Financial Accounts (FBAR) compliance, and emerging cryptocurrency issues. Since enactment of the Tax Cuts and Jobs Act (TCJA) in December, 2017, Ms. Baker has particularly focused on the Opportunity Zone program and is a frequent speaker on the topic throughout the United States.

Ms. Baker advocates on behalf of clients and consults with and advises Congressional, U.S. Treasury, and Internal Revenue Service (IRS) staff on numerous domestic and international tax and tax policy issues, including the new Opportunity Zone program, implementation of business and individual provisions in the TCJA, and emerging cryptocurrency tax compliance concerns. She stays abreast of current tax policy developments on Capitol Hill and around the world and keeps clients informed with timely, relevant, and informative updates, including political insights and analysis regarding the significance of these developments. Ms. Baker serves on the Board of Directors of the Real Tax Policy Group, which features biweekly sessions with top Administration and Congressional tax officials. She also serves on the Board of Directors of Time of Grace, an international media ministry.
